High IQ in Gifted Children. IQ tests can be used to determine giftedness in some children. Depending on which test is used, mildly gifted children score from 115 to 129, moderately gifted from 130 to 144, highly gifted from 145 to 159, exceptionally gifted from 160 to 179, and profoundly gifted - 180. The New York City Gifted & Talented Test is administered by the NYC Department of Education (DOE) to students aged 4-7 for entry into grades K-3. The test assesses New York City children to determine eligibility for NYC Gifted & Talented programs and schools.

GENERAL DESCRIPTION
The Director of Gifted and Talented (GT) Education Programs will, under general direction and in accordance with state laws and rules and regulations of the State Board of Education, plan, organize and administer the GT Education Program, provide leadership relative to the identification and education of eligible students throughout the State of Oklahoma, and manage the Oklahoma Young Scholars Project. A primary emphasis of the role will be the development of guidance, policies, and support structures that promote inclusive and equitable identification and equitable instructional practices for students identified as gifted and/or talented in the areas of intellect, academic, visual and performing arts, creativity, and leadership. Perform related duties as required.

MINIMUM QUALIFICATION
• Graduation from an accredited college or university with a bachelor’s degree in education (master’s degree preferred) (official transcript(s) required);
• A minimum of 5 years of teaching experience;
• Experience with designing and delivering professional development presentations;
• Experience managing grants, budgets, and complex projects; and
• Standard Teaching Certificate (Gifted Education Specialist Certification, or similar, preferred).

• Ability to facilitate equitable gifted identification and understand possible barriers to gifted identification, design programming options that fit the needs of gifted students, and provide effective professional development;
• Knowledge of all state laws and regulations pertaining to gifted and talented education, including, but not limited to the Oklahoma Gifted and Talented Children Act;
• Experience in designing or selecting appropriate instructional modifications, materials, and services for gifted and talented students;
• Knowledge of, and experience in, administering, scoring, and interpreting various intellectual ability assessments which result in possible identification of gifted and talented students;
• Experience in designing, providing, and evaluating professional development to large and small groups of educators and other audiences and providing individual coaching and technical assistance;
• Experience in evaluating curriculum and instruction that focus on creativity and higher-level thinking skills for use with gifted and talented students
• Familiarity with the Oklahoma Academic Standards (http://sde.ok.gov/Oklahoma-Academic-Standards) and, where applicable, associated curriculum frameworks (see https://sde.ok.gov/oklahoma-curriculum-frameworks) across disciplines;
• Ability to exercise tact and mature judgment in solving problems; establish and maintain effective working relationships with others; analyze situations accurately and suggest effective alternative courses of action; organize and present facts and opinions clearly and concisely; address public and private groups, including providing communication to districts through newsletters, webinars, etc.; manage several projects simultaneously; and
• Conscientious commitment and willingness to provide courteous, consistent, efficient service through the performance of the prescribed job duties.

• Participate in activities of Oklahoma and national associations and councils related to GT;
• Supervise the collection, analysis, reporting, and use of information relative to GT;
• Serve as project manager of the Oklahoma Young Scholars Project, a 5-year federal Javits grant project, to include coordinating the work of two GT Specialists, annual advisory committee meetings, and external procurement of services, supplies, and materials;
• Partnering with a variety of community resources and agencies to seek a variety of services for GT students;
• Assisting districts in providing appropriate schedules and services for GT students;
• Develop statewide capacity for inclusive identification practices of gifted and talented students; and
• Maintain records and reports, including statewide and grant-related monitoring, as required.
